Discussing with regional and EU representatives on the development of the necessary political culture and need to broaden political dialogue across South-East Europe if we want to create the necessary conditions for a sustainable democratic order across the region. 





During his intervention, Ralf Gjoni said that countries in South-East Europe need to cultivate a more positive culture of political dialogue, with each country needing to be more productive in terms of their specific European agenda. 

"The problem in the Balkans is when opposition political parties chronically refuse to participate at the legislative process, although all necessary conditions for dialogue have been created". - added Gjoni.  

The Chief Foreign Policy Adviser concluded: "In this context, messages coming from Brussels are crucial and need to be consistent and all-inclusive. Whatever the narrow political interests at the European Parliament, Brussels should constantly make clear through an all-party consensus that parliamentary boycott is an unacceptable practice by today's democratic norms. Grateful to MEPs Knut Fleckenstein, Eduard Kukan and Elmar Brok for their efforts.".

Partia e Evropianëve Socialistë (PES) mblodhi këtë fundjavë Kongresin Elektoral në Romë, me pjesëmarrjen e liderëve të majtë dhe përfaqësuesve të partive social-demokrate evropiane, midis të cileve ishin Kryeministri i ri i Italise Matteo Renzi, Kryeministri i Francës Jean Marc Ayrault, Kancelari i Austrisë Werner Faymann, Kryeministri i Shqiperisë Edi Rama, Ministri i Jashtëm i Gjermanisë Sigmar Gabriel, Zv. Kryeministri dhe Ministri i Jashtëm i Greqisë Evangelos Venizelos, si dhe kryetarë e përfaqësues të tjerë të partive social-demokrate nga e gjithë Evropa.

Levizja Socialiste për Integrim u përfaqësua në këtë Kongres nga Sekretari Nderkombëtar Ralf Gjoni, i cili në kuadër të Kongresit mori pjesë edhe në takimin e veçantë të Grupit të Punës për Ballkanin Perëndimor, dejtuar nga Ministri i Jashtëm i Bullgarisë Kristian Vigenin, me pjesëmarrjen e përfaqësuesve të partive politike të vendeve të Ballkanit dhe Eurodeputetët anëtarë të Grupit. Në takim ishte i pranishëm edhe Deputeti i Partisë Socialiste Taulant Balla i cili bëri një ekspoze të zhvillimeve të fundit dhe të axhendës ambicioze të qeverisë shqiptare gjatë muajve të fundit.

Gjatë këtij takimi Sekretari ndërkombëtar i LSI Ralf Gjoni u shpreh se Shqipëria gjatë vitit të kaluar ka bërë hapa të medhënj përpara në konsolidimin e demokracisë së saj dhe se zhvillimet pozitive të vendit janë një lajm i mirë edhe për rajonin. Gjoni theksoi se pavarësisht shtyrjes së miratimit të statusit të vendit kandidat në BE në dhjetor nga disa vende anëtare, mazhoranca qeverisëse është e vendosur në axhendën e reformave të saj, të cilat janë të vonuara dhe kërkohen nga qytetarët, të cilët presin rezultate konkrete në fushat e drejtësisë dhe zhvillimit ekonomik.

Ralf Gjoni tha: “Në emër të Lëvizjes Socialiste për Integrim, dua të falenderoj të gjithë miqtë social-demokratë të Shqipërisë në PES dhe në Parlamentin Evropian të cilët nuk e kanë ndalur asnjëherë mbështetjen e tyre gjatë këtyre viteve për axhendën evropiane të Shqipërisë dhe të rajonit, dhe të shpreh shpresën tonë për një rezultat sa më të suksesshëm të partive social-demokrate në zgjedhjet e evropiane, që do konsolidonte të ardhmen evropiane të të gjithë rajonit, veçanërisht në kontekstin e forcimit të partive radikale në disa vende të Bashkimit Evropian”.

Në përfundim të Kongresit të PES, mbi 91% e delegatëve votuan masivisht në favor të kandidaturës së Martin Schulz për postin e Presidentit të Komisionit Evropian, që gjatë zgjedhjeve të ardhshme evropiane do të zgjidhet për herë të parë përmes votës së drejtpërdrejtë të votuesve në vendet anëtare të BE. Martin Schulz gjatë fjalës së tij përshëndetëse, tha: "Dua të jem Presidenti i parë i Komisionit Evropian që nuk është rezultat i marrëveshjeve në zyrat e Brukselit, por rezultati i votës demokratike. Unë dua vetëm një marrëveshje, atë që bëhet vetëm me zgjedhësit evropianë”.

PES adoptoi gjithashtu edhe manifestin e fushatës elektorale në Romë, i cili do të bazohet në shtyllat e punësimit, rritjes ekonomike, reformës së sektorit financiar në Evropë, ruajtjes së rrjetës sociale evropiane dhe forcimit të lidershipit evropian në botë në luftën kundër ndryshimeve klimatike.

Zgjedhjet evropiane do të mbahen në 28 vende anëtare të BE-së në 22-25 Maj 2014, nga të cilat do të zgjidhen 751 Eurodeputetë. Presidenti i Komisionit Evropian do të zgjidhet nga maxhoranca e Eurodeputetëve pas propozimit nga Këshilli Evropian. Nëse partitë socialdemokrate arrijnë të fitojnë shumicën në Parlamentin Evropian, atëhere kjo do të konsolidojë kandidaturën e Martin Schulz për President të Komisionit Evropian.

Albanian official: We are much more pro-European than several EU members

Greece and Italy play a catalytic role for the European perspective of the Albanian people, who are much more pro-European than in many EU member countries, says Ralf Gjoni.


Ralf Gjoni is Chief Foreign Policy Adviser at the Albanian Parliament and International Secretary of the Socialist Movement for Integration of Albania (LSI). He spoke to EurActiv Greece’s Sarantis Michalopoulos ahead of an EU summit on 26-27 June.




According to reports in Prague, the Czech Republic is ready to block Albania’s EU perspective at the upcoming EU summit in June due to a dispute between ČEZ, the Czech state-controlled power utility, and the Albanian state. Have you been in contact with the Czech government? What are the latest developments? 

I believe that these are just rumours across some media outlets, as the information I have is that the Czech Republic has been and continues to be a firm supporter of Albania’s and the Region’s EU integration.

Any commercial or legal issues that are inherited from the past can be dealt with through the right legal international institutions, and as far as I know, negotiations between both governments on the CEZ issue are ongoing. I am confident that during the Council meeting, the Czech Republic, alongside other EU members will take into consideration the EU Commission latest report which reconfirms the recommendation for granting EU Candidate Status for Albania.

Are you satisfied with the Greek government’s assistance on Tirana’s EU push after the Dutch veto?

Albania and our region are lucky to have two very good neighbours sharing the EU Presidency, Greece and Italy. We are grateful for the continuous support Greece gives to Albania in its European path and I’m certain that this positive push will continue with the Italian Presidency also.
Relations between Albania and Greece are excellent and this is reflected through the very frequent and high level of visits between our countries. Greek President Papoulias, Speaker of Parliament Meimarakis and Foreign Minister Venizelos have visited Tirana recently, while several Ministers of our Government have been received in Greece also. This shows the quality of a special relationship both countries enjoy. We count on Greece as a good neighbouring country to push for a positive decision during the next Council meeting this month.

Are you aware of any objections against Albania’s EU candidacy by other EU member states?
Predicting EU decisions, especially on enlargement issues, is quite a challenging task, but I believe that Albania has fulfilled all its obligations and the EU should now recognise that through a positive decision this month.

If I may quote the Council’s conclusions last December, member states agreed that “In the light of this report, and on the understanding that Albania builds on the encouraging progress made so far, the Council looks forward to a decision regarding granting candidate status to Albania in June 2014...”. It is a well deserved decision and long overdue now, because it recognises the progress made within the country, and also Albania’s weight and positive role it plays in the region.

In case Albania is not granted candidate at the June summit, what's next?

We are European and no one can change that. In fact, Albanians are much more pro European than several EU members at this time, if we take into account the rise of extreme movements across the continent during the last European elections.

Albania and Albanians as a nation will continue to work hart to improve our living standards and we will continue to step up the pace of our already initiated reforms, with EU assistance of course. We will also continue to strengthen our positive regional weight.

But I also believe that the EU has to take a closer look at the Balkans and recognize the progress made over the years, despite the numerous challenges and problems we face, which in some cases are shared by other EU members. Therefore I believe that if some member states lose their euro-enthusiasm, we have to unite efforts with those pro European countries to uphold the European values in which we so strongly continue to believe.

The Netherlands vetoes Albania’s EU candidate status

EurActiv EXCLUSIVE / The Dutch parliament has voted against a government proposal to grant Albania the status of EU candidate, preventing EU leaders from rubberstamping the proposal during a summit in Brussels on 19-20 December. 

The development is likely to inflict a heavy blow to the accession hopes of the Western Balkan nation, which according to the Commission has delivered on EU requirements and so should be granted the status of candidate country.

Positions: 

 

Ralf Gjoni, Senior Foreign Policy of the Albanian Parliament, made the following comment to EurActiv Greece:

"As reflected in the last progress report, Albania has made immense progress and huge efforts to deserve the candidate status. All political forces are united in keeping the European agenda as a national priority.

“The Dutch vote in their national Parliament is incomprehensible, unfair and does not take into account the regional impact of such a decision. It is also an indication of the size of internal problems certain EU countries are going through.

“We have long advocated that European integration keeps the entire western Balkans on the right path of progress and stability.

“Saying NO to Albanians, is not the right message to the region, and would discourage our pro-European efforts. Despite the Council's decision we will continue with our reform agenda, standing firm in our belief that European values are still alive. But an EU without the entire Balkans in it, is not the kind of Europe I would want".

Tirana expects Greek-Italian support for its EU push

The rise of euroscepticism fears Tirana 

Ralf Gjoni, foreign policy adviser to the speaker of the Albanian parliament, said that tension was mounting in Tirana ahead of the European Parliament elections, due to take place in May 2014.

"As we get closer to European elections, we are sadly reminded of the danger of radical forces getting stronger in some countries. This would be a disaster for Europe and a disaster for the Western Balkans”, he stated.

“We know that Europe works, and we should all work hard to fight euroscepticism, to prevent radicals from entering the European Parliament," added.

Ralf Gjoni: LSI forcon lidhjet me Partinë Laburiste Britanike

Sekretari Ndërkombëtar i Lëvizjes Socialiste për Integrim Ralf Gjoni mori pjesë këtë javë në Konferencën vjetore të Partisë Laburiste Britanike që u zhvillua në Brighton. 

Mbi 10,000 delegatë nga Britania e Madhe dhe përfaqësues nga partitë motra në botë morën pjesë në këtë Konferencë vjetore, në të cilat u shtruan tezat themeltare ideologjike mbi të cilat do të mbështetet fushata zgjedhore e laburistëve në 2015.

Ralf Gjoni si përfaqësues i LSI në këtë event, zhvilloi edhe disa takime me krerë të lartë të Laburistëve, veçanërisht me ekipin në hije të politikës së jashtme të partisë. Gjoni u takua me Douglas Alexander, Ministër i Jashtëm në Hije, Emma Reynolds, Ministre për Evropën në Hije, Jim Murphy, Ministër i Mbrojtjes në Hije si dhe me ekipin e sekretariatit ndërkombëtar. Gjithashtu Sekretari Ndërkombëtar i LSI u takua edhe me Kryetarin e Partisë Laburiste Ed Miliband dhe me Nën-Kryetaren Harriet Harman gjatë punimeve të kësaj konference. 

Gjatë këtyre takimeve, Ralf Gjoni i informoi miqtë laburistë për zhvillimet e fundit politike në Shqipëri si dhe mbi prioritetet e koalicionit të ri qeverisës. Ai u shpreh se Shqipëria ka hyrë në një epokë të re të integrimit evropian dhe theksoi se mbështetja e Partisë Laburiste si parti pro-evropiane do t’a shtonte peshën e mbështetjes që Britania e Madhe i jep Shqipërisë në këtë drejtim. 

Ministrja për Evropën në Hije Emma Reynolds, rikonfirmoi angazhimin e pandryshuar të Laburistëve për rrugëtimin evropian të Shqipërisë dhe Ballkanit dhe shprehu dëshirën për të forcuar lidhjet ndër-parlamentare si një urë miqësie mes dy vendeve dhe mes dy partive. 

Gjatë takimeve të tij, Ralf Gjoni kërkoi gjithashtu mbështetjen laburiste për rishikimin e politikave të liberalizimit të vizave nga Britania e Madhe, si një lehtësim për qytetarët shqiptarë dhe si kontribut për rritjen e shkëmbimeve akademike, tregtare e njerëzore mes dy vendeve.
